Can I run a name server behind a fractional T1?

I don't know what he's talking about. Running
named on
the end of a fractional T1 works fine--we used
to do it
at HP all the time before bandwidth became cheap.
And
I can't imagine that running named would generate
much
more traffic than just running a resolver, unless
you
were hosting some very popular zones.
